Motion to authorize the issuance of a Request for Proposals (RFP) for a no-cost bike share system and direct the City Manager to execute a Service Agreement for a bicycle sharing system for the City of Santa Cruz in a form acceptable to the City Attorney.




Resolution to Maintain Trust and Safety for Local Immigrants Outreach and Review: Deferral to February 28, 2017 (CM)



Motion to accept the update on the status of the Resolution to Maintain Trust and Safety for Local Immigrants outreach and review process.




Affordable Housing – Community Outreach and Engagement Plan (CN)



Motion to implement and authorize staff support of a 2017 outreach strategy to engage the Santa Cruz community on the history, drivers and potential solutions to the local housing crisis with an expected launch in March 2017, and include $10,000 in the FY 2017 mid-year budget update for expenses related to this effort.

Introduce for publication an ordinance amending the Zoning Code, Title 24, applicable to electric vehicle charging infrastructure and bicycle parking requirements of the City of Santa Cruz Municipal Code and the City’s Local Coastal Program.




Interim Urgency Ordinance of the City of Santa Cruz – Extending Interim Urgency Ordinance Amending on an Interim Basis Section 24.08.1380 of Title 24, Chapter 24.08, Part 14 “Residential Demolition/Conversion Authorization Permits” of the City of Santa Cruz Municipal Code (PL)



Adoption of an Interim Urgency Ordinance of the City of Santa Cruz extending for an additional period of up to three months or until the permanent ordinance become effective, whichever comes first, Urgency Ordinance No. 2017-01 which amended on an interim basis Section 24.08.1380 concerning maintenance and/or replacement of affordable housing in the City of Santa Cruz and declaring the urgency thereof.

Public Hearing


If, in the future, you wish to challenge in court any of the matters on this agenda for which a public hearing is to be conducted, you may be limited to raising only those issues which you (or someone else) raised orally at the public hearing or in written correspondence received by the City at or before the hearing.


Any person seeking to challenge a City Council decision made as a result of a proceeding in which, by law, a hearing is required to be given, evidence is required to be taken, and the discretion in the determination of facts is vested in the City Council, shall be required to commence that action either 60 days or 90 days following the date on which the decision becomes final as provided in Code of Civil Procedure Section 1094.6  Please refer to code of Civil Procedure 1094.6 to determine how to calculate when a decision becomes “final.” The 60-day rule applies to all public hearings conducted pursuant to the City’s Zoning Ordinance, Title 24, Santa Cruz Municipal Code. The 90-day rule applies to all other public hearings.
